The adopted amendments to Minnesota Rules, Chapter 5220, governing registration of workers’ compensation rehabilitation providers, were published in the June 23, 2025, edition of the State Register (page 1383) and are effective June 30, 2025. The amendments include registration changes for qualified rehabilitation consultant (QRC) interns, QRCs, QRC firms, and rehabilitation vendors.

Campus updates

Corresponding updates were made in Campus to align with the amended rules. Many of these updates are simply a reiteration of the required information for registration already requested in Campus, with a few key changes.  

 QRC interns

  • Updates to initial registration and renewal information include: 

    • An affirmation that the applicant has Minnesota residency or residency within 100 miles by road from the Minnesota border; and 

    • The date of the last DLI rehabilitation provider update session attended (if applicable). 

  • Individual application and yearly renewal fees for individual QRC Interns will now be $140 per year. 

 QRCs 

  • Updates to initial registration and renewal information include: 

    • An affirmation that the applicant has Minnesota residency or residency within 100 miles by road from the Minnesota border; and  

    • The date of the last DLI rehabilitation provider update session attended. 

  • Individual application and yearly renewal fees for individual QRCs will now be $140 per year. 

 QRC firms and rehabilitation vendors 

  • Updates to initial registration and renewal information include: 

    • An affirmation that each employee has attended the required DLI rehabilitation provider update session and orientation session as required; 

    • An affirmation that at least one office where the applicant will provide rehabilitation services is located in Minnesota or within 100 miles by road from the Minnesota border; and  

    • An affirmation that staff requirements are met (included in text acknowledgements at the end of the form).  

  • Application and yearly renewal fees for QRC firms and rehabilitation vendors will now be $280 per year.
