Report on Transportation Network Company Driver Earnings Analysis and Pay Standard Options

Governor Tim Walz's Executive Order 23-07 called for "a study to obtain and analyze data and information related to the working conditions of transportation network company (TNC) drivers in Minnesota and how potential changes may impact access and cost for riders." Taken with the recommendations advanced by the committee, the policy recommendations and pay standard options meet the charge of the executive order to "promote fairness and transparency for TNC drivers" and ensure state policies "be informed by research, Minnesota-specific data, discussions, and stakeholder input."

The report is provided below. 


 The Governor’s Committee on the Compensation, Wellbeing, and Fair Treatment of Transportation Network Company Drivers was created by Executive Order 23-07. The committee comprised 15 members, 10 of whom were appointed by the governor.

This committee met between July and December 2023 to analyze the working conditions of transportation network company (TNC) drivers and provide recommendations for state policy and legislative changes related to compensation and fair treatment of TNC drivers. The committee provided these recommendations by Jan. 1, 2024.
