Report: Evaluation of the impact of the Minnesota workers' compensation Ambulatory Surgical Center Payment System (ASCPS)
In compliance with a legislative mandate, this report analyzes the impact of Minnesota's new system for reimbursing ambulatory surgical centers (ASCs) for services to workers' compensation patients. This system, called the ASC Payment System (ASCPS), took effect Oct. 1, 2018. In addition to broadly calling for the study to analyze the impact of the new system, the statute specifically directs the Department of Labor and Industry to consider payment timeliness and accuracy. This report analyzes the effect of ASCPS on total payments to ASCs for workers' compensation cases and analyzes payment timeliness and accuracy under the new system.
