Makeup of the Minnesota State Building Code
The Minnesota State Building Code (MSBC) consists of many Minnesota rule chapters. Some of them adopt by reference amended model codes or standards that were developed by a code-making organization. The remaining chapters contain provisions written specifically for Minnesota. All of the following Minnesota rule chapters must be enforced. The chapters below are sorted first by rule chapters that do not incorporate by reference another published document, followed by rule chapters that do incorporate by reference another published code or standard, and also including any necessary amendments to the documents.

1311 – Rehabilitation of Existing Buildings (Minnesota Conservation Code for Existing Buildings)

1315 – Adoption of the National Electrical Code - 2020 edition of the National Electrical Code (NEC)

1322 – Residential Energy Code (A single book integrates both Chapters 1322 and 1323.)

1323 – Commercial Energy Code (A single book integrates both Chapters 1322 and 1323.)

1346 – Adoption of the International Mechanical / Fuel Gas Codes
* These codes have specific statutory authority and with limited exception, are mandatory throughout the state.
Optional enforcement
The following provisions are not mandatory unless specifically adopted locally by a code enforced jurisdiction.
